Public offer for Modern Hebrew tutoring services

This Public Offer (hereinafter referred to as the “Offer”) is made by Sergei Belousov (hereinafter referred to as the “Tutor”), acting as Individual Entrepreneur Sergei Belousov (Georgian ID 304737738), to any individual or entity (hereinafter referred to as the “Student”) who accepts the terms and conditions outlined in this offer.

The Tutor offers to provide the Student with group and/or individual tutoring services in Modern Hebrew language. Course content, schedules, and teaching methodologies are tailored according to the level and objectives of the Student. The services include but are not limited to:

2. Acceptance of the Offer
The Student accepts this Offer by making a payment for the chosen course in accordance with the invoice provided by the Tutor. No additional signed contract is required unless requested by either party.

3. Fees and payment
The fees for the Tutor’s services are specified in the invoice issued to the Student for each course. Payment shall be made to the Tutor’s bank account specified in the invoice, or in other mutually agreed way specified in the invoice.

4. Refund policy
Refunds are available for unused prepaid individual lessons that have not yet been scheduled, or for those cancelled with at least 24 hours’ notice. All refunds are issued net of all payment system fees. Exceptions to the 24-hour notice requirement may be granted at the Tutor’s discretion in cases of medical emergencies or force majeure. In such instances, the Tutor reserves the right to offer a make-up session or a refund on a case-by-case basis, upon the provision of reasonable evidence.
Payments for group lessons are non-refundable once the course access has been provided or the first session of the course has commenced.

5. Cancellation policy
General: The Tutor reserves the right to cancel or reschedule lessons due to operational necessity or circumstances beyond the Tutor’s reasonable control.
Individual lessons: requests to cancel or reschedule must be made by the Student at least 24 hours in advance. Lessons cancelled or rescheduled with less than 24 hours’ notice are considered forfeited, charged in full, and are non-refundable.
Group lessons: Student’s absences from a scheduled group lesson do not entitle the Student to a refund, credit, or make-up session. In the event of an absence, the Student will be provided with a recording of the session (if applicable) and any related materials.

By accepting this offer, the Student agrees to comply with the rules and policies outlined by the Tutor regarding class participation.

7. Intellectual property
All lesson recordings are provided for the Student’s personal, non-commercial use only. Any unauthorized reproduction, distribution, or public sharing of these materials or recordings is strictly prohibited.

8. Disclaimer
The Tutor provides professional instruction and guidance. However, the Student acknowledges that language acquisition is a complex process dependent on the Student’s effort, regular practice, and consistency. Consequently, the Tutor does not provide any warranty or guarantee regarding specific learning outcomes, proficiency levels, or the timeline for achieving fluency, unless otherwise explicitly agreed upon in writing between the Tutor and the Student prior to the commencement of the course.

9. Privacy notice
The Tutor is committed to protecting the Student’s privacy. All personal data provided by the Student is processed in accordance with the Tutor’s Privacy Policy, available at https://serbel.net/privacypolicy.html. By accepting this Offer, the Student acknowledges and consents to the processing of their personal data as described therein.

10. Liability
The Tutor shall not be liable for any indirect, incidental, consequential, special, or punitive damages arising out of or relating to this Offer or the services provided hereunder.

11. Governing law and dispute resolution
This offer and any disputes arising from it are governed by the applicable laws of the Republic of Georgia. Any dispute arising out of or relating to this Offer shall be settled amicably through negotiations. If the parties fail to reach an amicable settlement, the dispute shall be submitted to the competent court of the Republic of Georgia.

This Offer is provided in English. In case of any discrepancies or disputes between the English version and any translation, the English version shall prevail.

14. Entire agreement
This Offer constitutes the entire agreement between the parties with respect to the subject matter hereof and supersedes all prior or contemporaneous communications, representations, or agreements, whether oral or written.

15. Amendments to the offer
The Tutor reserves the right to amend this Offer at any time. Amended terms shall apply to all new invoices and course enrollments issued on or after the date the revised Offer is published on the Tutor’s website (https://serbel.net/he/publicoffer.html). Changes do not affect ongoing courses or existing agreements made prior to the amendment.

This Offer is effective as of May 03, 2026.

By enrolling in a course, the Student acknowledges having read, understood, and accepted the terms and conditions outlined in this offer.
